Theo Elouise Downing was born in San Bernardino, California, on September 8, 1923 to Rae and Ruey Denelda (Seiple) Smith. Elouise married her husband Richard and together they raised their children. Elouise was 91 years old when she passed away on December 25, 2014 in Bakersfield, California She is survived by her son Mike and his wife; and grandchildren. Elouise is preceded in death by her husband Richard Downing. A Graveside service was held at Riverside National Cemetery on Friday January 2, 2015 at 9:30am.
